Recent Development in the United Arab Emirates Desalination Market

August 2025 – AMEA Power, one of the UAE’s most prominent renewable energy companies in the Middle East and Africa, in partnership with Cox, a global leader in water and energy, has signed a Cooperation Agreement with the Ministry of Energy and Water of Angola (MINEA) for the development of a large seawater desalination plant on the Mussulo Peninsula. The plant will have a capacity of 100,000 m³/day and will supply water to approximately 800,000 people.

Dubai Electricity and Water Authority announced 90% completion of the first phase of its seawater desalination plant at Hassyan Complex, with all stages expected to finish during the first quarter of 2027. In 2024, the UAE desalinated roughly 1.8–1.9 mn cubic metres of water per day, making it one of the largest producers of desalinated water in the world.

May 2024, Veolia, through its subsidiary SIDEM, will engineer and supply key technology for the Hassyan seawater desalination plant in Dubai, United Arab Emirates (UAE). Commissioned by Dubai Electricity and Water Authority (DEWA) and ACWA Power, the plant will be the second-largest desalination plant based on reverse osmosis (RO) technology in the world, and the largest desalination plant powered by solar energy.

Growth Drivers in the United Arab Emirates Desalination Market

Increasing Water Demand and Limited Natural Resources

One of the primary growth drivers of the United Arab Emirates desalination market is the rising demand for water combined with limited natural freshwater resources. The UAE has an arid climate with very low rainfall and no permanent rivers, making it highly dependent on alternative water sources. Rapid population growth, urban expansion, and economic development have significantly increased water consumption across residential, commercial, and industrial sectors. Desalination provides a reliable and sustainable solution to meet this growing demand by converting abundant seawater into usable freshwater. Additionally, high living standards and increasing per capita water usage further intensify the need for consistent water supply. As water scarcity continues to be a major challenge, desalination remains essential for ensuring long-term water security in the UAE.

Strong Government Investments and Strategic Initiatives

The UAE government plays a crucial role in driving the desalination market through strong investments and strategic planning. National policies and long-term visions prioritize water security and sustainable resource management. Authorities are investing heavily in large-scale desalination plants and encouraging public-private partnerships to expand capacity and improve efficiency. The government is also focusing on reducing environmental impact by promoting energy-efficient technologies and integrating renewable energy into desalination processes. Regulatory frameworks support innovation and ensure the adoption of advanced solutions. Additionally, initiatives aimed at diversifying the economy further contribute to infrastructure development, including water projects. These strategic efforts enhance the country’s ability to meet future water demand while maintaining sustainability. As government support continues, it remains a key factor driving the growth of the desalination market in the UAE.

Technological Advancements and Shift Toward Energy Efficiency

Technological advancements are significantly contributing to the growth of the UAE desalination market. Modern desalination technologies, particularly reverse osmosis, have become more energy-efficient and cost-effective, making them widely adopted across the country. Continuous research and innovation have improved membrane performance, reduced operational costs, and enhanced overall efficiency. The UAE is also focusing on integrating renewable energy sources, such as solar power, into desalination plants to reduce dependence on conventional energy and lower carbon emissions. Advanced monitoring and automation systems further improve operational reliability and water quality. These innovations allow desalination facilities to produce more water with fewer resources, addressing both economic and environmental concerns. As the country continues to invest in cutting-edge technologies, energy-efficient desalination solutions are expected to drive sustained market growth.

Segment Analysis

UAE RO Desalination Market

The reverse osmosis (RO) desalination market in the UAE is witnessing strong growth due to its energy efficiency and lower operational costs compared to traditional methods. RO technology uses membranes to remove salts and impurities from seawater, making it a preferred solution for modern desalination plants. The UAE government is actively promoting RO adoption to enhance sustainability and reduce energy consumption. Many new desalination projects are based on RO systems, reflecting a clear shift from thermal technologies. Technological advancements have improved membrane performance and durability, increasing overall efficiency. Additionally, the integration of renewable energy, particularly solar power, is further supporting RO expansion. As the UAE focuses on sustainable water production, RO desalination is becoming a dominant technology in the country’s water infrastructure.

UAE Multi-Stage Flash Desalination Market

The multi-stage flash (MSF) desalination market in the UAE has historically been a major contributor to water production. This thermal process involves heating seawater and converting it into steam in multiple stages, which is then condensed into freshwater. MSF plants are known for their reliability and ability to produce large volumes of water, often integrated with power generation facilities. However, due to high energy consumption, the UAE is gradually reducing its reliance on MSF technology. While existing plants continue to operate, there is a shift toward more energy-efficient alternatives such as reverse osmosis. Efforts are being made to upgrade and optimize current MSF facilities to improve efficiency. Despite the transition, MSF remains an important part of the UAE’s desalination landscape, especially for large-scale operations.

UAE Municipal Desalination Market

The municipal desalination market in the UAE is expanding rapidly due to increasing urbanization and population growth. Cities such as Dubai and Abu Dhabi rely heavily on desalinated water to meet residential, commercial, and public service needs. Municipal desalination plants are designed to ensure a consistent supply of high-quality drinking water. The government is investing in expanding capacity and upgrading infrastructure to support growing demand. Advanced technologies are being implemented to improve efficiency and maintain water quality standards. Additionally, distribution networks, storage systems, and smart water management solutions are enhancing reliability. As urban development continues and living standards rise, municipal desalination plays a critical role in ensuring water availability across the UAE.

UAE Seawater Desalination Market

Seawater desalination is the backbone of the UAE’s water supply, given its extensive coastline along the Arabian Gulf. The country relies heavily on seawater as the primary source for desalination due to the lack of natural freshwater resources. Large-scale desalination plants convert seawater into potable water using both reverse osmosis and thermal technologies. Continuous investments are being made to expand capacity and improve efficiency to meet rising demand. Environmental concerns are also being addressed through advanced technologies that reduce energy consumption and minimize brine discharge impact. The integration of renewable energy into seawater desalination projects is gaining momentum, supporting sustainability goals. As water demand continues to increase, seawater desalination remains the most critical and widely used solution in the UAE.

UAE River Water Desalination Market

The river water desalination market in the UAE is minimal due to the absence of significant natural rivers or freshwater bodies. However, there is some focus on treating brackish groundwater and limited inland water sources using desalination technologies. These systems are typically smaller in scale and are used for specific applications such as agriculture, remote communities, and industrial processes. Reverse osmosis is commonly employed for treating such water sources due to its efficiency and adaptability. The government is exploring ways to optimize the use of available inland water resources to complement seawater desalination. Technological advancements in low-energy desalination methods are making these applications more feasible. Although limited in scope, this segment plays a supportive role in enhancing overall water resource management in the UAE.
